A cream or serum alone, sometimes both, can be not enough for sensitive and dry skin. The easiest option is to use one toner and layer it as needed. Why should you layer toner? The skin works much like a sponge. When dry, it absorbs water (or product) very poorly and is unable to retain much of it. If you wet them or give them a bit of water bit by bit, things look a little different. For some, one layer of toner is enough, others need a little more. Every skin is different, but you can basically say that dry skin can tolerate a few layers more. Sometimes it's true that "more is more".
